Even though slugs only get a 10% knockdown chance, it's still worth switching to them for opponents with high DT, and pulse slugs will take down pretty much anything in power armor. So I guess my answer is that I somewhat prefer buck over slugs just for that, but like some others have said here, the great thing about shotguns is their versatility, and I switch between ammo types liberally as I play. With the riot shotgun, you wind up doing ~500 DPS with buckshot, and your opponents will always be on their backs. Combined with the Shotgun Surgeon perk that gives your opponents -10 DT when you use a shotgun, and there's pretty much nothing that can stop you at close range. But the And Stay Back perk gives you a 10% knockdown chance per pellet that hits someone, which means using buckshot on any enemy is a virtually guaranteed knockdown after two hits.
Without it, I don't bother with shotguns they're worse than full auto guns up close and worse than snipers far away. Slugs are my usual answer to heavy armor, because I'd rather engage most well-armored opponents with the range and accuracy they give. The new gun is easy to find since it replaces vanilla sawed-off.
You either switch weapons against them, or carry something that isn't buckshot. The damage reduction rules on shotgun pellets (full DR applied to every pellet) make shotguns very difficult to use against anyone with serious armor - lighting up a Legion Assassin or BoS Paladin with pellets does virtually nothing. My experience is that you can make do without buckshot, but not slugs.
